In present conditions of proceeding transition of Russia to the market relations there is a reconsideration of substance of management by social and economic development. At identification of strategic priorities of development of the country as a whole and certain territories it is necessary to be guided by needs of the person, his interests and opinions. At the expense of it the role of local governments in the course of social and economic development increases. And also their fissile participation in management of this process as equal partners with public authorities is required.
